How to Construct an Effective Telecom RFP
Every day across the business world, potential customers interact with vendors and providers of goods and services through signed agreements, often referred to as the “RFP” or “Request for Proposal”.
In the telecom industry, the RFP can serve as the means for purchasing equipment as well the preferred path by companies and government agencies to obtain telecom services and maintenance agreements from telecom carriers themselves.
Although the circumstances and desired results will have a big impact as to the length, specificity, and detail of an RFP, there are certain points that you must consider when attempting to construct one that is effective.
To maximize the result and time spent on the RFP itself, be sure your your next RFP contains the following:
1) A Table of Contents
The organization of material contained within the RFP is best outlined in the beginning:the table of contents. Outline each area of the RFP in neat detail so that readers will be able to quickly scan content and understand exactly how the RFP has been organized.
2) A Situation Summary
This area provides the reader background information about your company or organization - the nature of the enterprise, size and scope, a brief history, ownership information, etc. as well as an overview of the current telecom systems and the reasons and concerns for making changes.
3) Required Rules of Response
An effective RFP will provide bidders with specific and concise terms under which they must respond. You will save alot of time and confusion by making this section of the RFP specific and detailed. In it, consider answering questions such as:
When is the due date for proposals?
To whom is the response to be delivered and how many copies are needed?
What format should the response be and is what kind of supporting material will be needed?
Who is the contact person for additional information or premises inspections if available?
Are there any exceptions in the proposal and if so, to what degree will you accept?
4) Functional Objectives
An important part of an effective RFP is to explain exactly what you wish to accomplish with the new system or service and what you expect it to do for you. It is in this area that you will outline the needs analysis, operational considerations, traffic details, etc.
5) Specifications
Once you have outlined the functional objectives, you will need to state the specifics for which that objective can be achieved. This section can be generic in nature or very specific. When in doubt, try to be as specific as the number, size, color, type, etc. to eliminate
confusion.
6) Delivery and Installation
Here you will outline the location of the products and/or services to be delivered, connected and exactly when they must be operational. Technical installation requirements and any unusual scheduling considerations should also be included.
7) Documentation and Training
This section specifies the required physical labeling of components, circuits, terminations, etc. You may wish to consider requiring diagram layouts that identify the location of fixed equipment and/or all cable runs needed. Provision of installation and technical manuals, user instructions, and personnel training should also be included.
Warranties, technical service and maintenance
This section addresses the availability, terms, guaranteed response time, costs, etc. during the life of the contract. Specify bases for pricing (i.e. a purchase, 3 year lease, monthly lease, etc.) and any allowances (trade-ins, prompt payment, etc.) and rate guarantees. Strive to allow vendors to include complete information in this section so that the evaluation process is made that much easier.
9) Vendor information
Lastly, it is a good idea to create an opportunity (questionnaire) for vendors to provide information about themselves. Most will do so regardless, but may not address your questions thoroughly. A short questionnaire of information you require can be helpful when sifting through bidders.
After completing your RFP, put yourself in the vendors’ position. Is it clear and concise? Can you perhaps be more specific in any areas to avoid confusion? Less specific?
Overall, make your RFP easy for the vendor to understand and respond. Once you’ve made your decision, sign the contract and chances are you will have a positive and lasting relationship with the chosen vendor or service provider.

Screen readers are a form of assistive technology potentially useful to people who are blind, visually impaired, or learning disabled, often in combination with other AT such as screen magnifiers. Access technology such as screen readers and Screen magnifiers enable the blind to use mainstream computer applications. A screen reader is a software application that attempts to identify and interpret what is being displayed on the screen. Experimental approaches in sensory substitution are beginning to provide access to arbitrary live views from a camera.
Screen readers can be assumed to be able to access all display content that is not intrinsically inaccessible.
Linux distributions for the blind include Oralux and Adriane Knoppix. Screen reader choice is contentious: differing priorities and strong preferences are common. Later versions of Microsoft Windows include an Accessibility Wizard and Magnifier for those with partial vision, and Microsoft Narrator, a simple screen reader. Nevertheless, using a screen reader is, according to some users, considerably more difficult than using a GUI and many applications have specific problems resulting from the nature of the application.
Only a small fraction of this population, when compared to the sighted community, have Internet access.
Web browsers, word processors, icons and windows and email programs are just some of the applications used successfully by screen reader users. Approximately 5 percent of those deemed legally blind, by any measure, have no vision. The rest have some vision, from light perception alone to relatively good acuity. The console-based Oralux Linux distribution ships with three screen-reading environments: Emacspeak, Yasr and Speakup. Most legally blind people 60 percent do not use computers. The open source GNOME desktop environment long included Gnopernicus and now includes Orca. The primary audience for such applications is those who have difficulty reading because of learning disabilities or language barriers. A persons choice of screen reader is dictated by many factors, including platform and the role of organizations like charities, schools, and employers.
While Apple Mac OS X includes VoiceOver, a more feature-rich screen reader. There are also open source screen readers, such as the Linux Screen Reader for GNOME and NonVisual Desktop Access for Windows.
Increasingly, screen readers are being bundled with operating system distributions. Recent versions of Microsoft Windows come with the rather basic Narrator. The Macintosh OS also comes with a built-in screen reader, called VoiceOver. The latter developed in part by Knopper who has a visual impairment. However functionality remains limited compared to equivalent desktop applications, the major benefit is to increase the accessibility of said websites. This interpretation is then represented to the user with text-to-speech, sound icons, or a braille output. structuring, getting cashed out, and having a low litigation risk profile.
7. Not Understanding Essential Tax Issues:
After tax dollars in the sale of a corporation can vary between 45% and 85% of the sales price based solely upon tax structuring issues. This means that you need to understand the process before you start the process.
8. Neglecting Your Business While Trying to Sell the Business:
Psychologically, once you decide to sell your business there is an inclination to slow down or spend time on the selling process to the detriment of the business. If you do this, earnings will suffer and it will lower your business’s value, negatively influencing
marketability.
9. Handling the Process Without Professional Help:
If you are struggling with the decision to hire a professional to help sell your business, consider these gruesome war stories about people who
have traveled this path alone and ended up:
• Paying more in taxes than they might otherwise have had to;

Painting Kitchen Cabinets
Kitchen cabinets are one of the most expensive items in home remodelling. Cabinetry costs more than replacing the kitchen furniture in many cases. If you can afford the expense, there are a wide variety of designs and styles available to update your cabinets. You can add extras like a kitchen island, lazy susan, or built-in appliance centers.
If replacing the cabinetry is too expensive for your budget, refacing is a less expensive alternative. Refacing involves replacing only the cabinet doors and exposed wood areas of the cabinets. The insides are left as they are to save money on the job. Painting is the least expensive option and can give the room new life. The job can be easily done over a long weekend with the right preparation.
You will need to decide if you will paint the entire cabinet, inside and out, or just the outside and the doors. To save time, consider leaving the inside of the cabinet alone, you won’t be able to tell the difference.
Preparing the Cabinets
Start by removing all hardware from the cabinets and remove the doors. Mark the doors, so you will remember which door goes on which cabinet. This will save you time and prevent aggravation later. Protect the countertops and floor with drop cloths, old bed sheets or plastic sheeting. These can be taped in place, especially on the floors. If you will be replacing the flooring, paint the cabinets first.
Clean the cabinets thoroughly before painting. This is important. Grease and oils from cooking will prevent the paint from adhering properly. You could end up with an uneven color. A wood cleaner with orange oil works well for breaking down grease residue. Be sure to let the surface dry thoroughly before you begin to apply the primer.
Primer is an important step in the process. It provides a smooth, even surface for the paint to adhere properly. Use a roller for larger areas and a brush for small areas. Be sure to coat all areas, including the underside of the cabinets. Consider using sawhorses for priming and painting the doors, for an easier time and a more even coverage.
Allow the primer to dry thoroughly before you begin to paint. Overnight is generally sufficient for the primer to dry. Apply the paint in thin coats. It’s better to apply a few thin coats than to use one thick coat. Allow twentyfour hours between coats for the paint to dry completely. Sand with a fine grit sandpaper between coats.
When the paint has dried completely, you are ready to put the doors back on and replace the hardware. Consider updating the hardware to match your new look. Door handles and hinges are inexpensive and can make a big difference in the look of the room.
Choosing Paint for Kitchen Cabinets
Don’t skimp on the paint. Use high quality paint that is right for the surface being covered. This will be different for wood or metal cabinets. If you’re not sure, ask for help at the paint store.
In general, you will want to use enamel paint. You have a few choices in the finish. Gloss, semi gloss or satin finishes are most commonly used. The higher the gloss, the stronger the finish and the easier it will be to clean. If you want less shine, consider the semi gloss finish.
Safety When Painting
Be sure to paint in a well ventilated room. Do the job when the weather is warm enough and leave the windows open.
Wear long pants and a long sleeve shirt to protect your skin from the paint. Plastic gloves can be worn to protect the skin on your hands.
Wear safety goggles to protect your eyes from paint and fumes.

Dogs Are People Too - Almost!
You know them. They’re the family with fifteen dogs that all the neighbors hate. Their dogs run all over the neighborhood and are largely responsible for the local canine population explosion. When neighbors aren’t at their door complaining about the little reminders left behind by the annoying pets, the animal control people are making a warning stop or pick-up. It’s the terror of irresponsible dog owners!
Your neighbor has retired from challenging five hundred ton tanker ships with a rowboat and taken up the cause of rescuing all the stray dogs within a five hundred mile radius of their house. Unfortunately, you live next store to this wannabe animal rescue center that smells like a collapsed septic tank. It’s the horror of the doggie do-gooder!
The people with that extra bit of property discover that people admire the five or six dogs they have running around the place. When puppy litters come along, they make a quick buck by selling the pups. Some of the dogs are purebred, others aren’t, but they all bring in some extra cash when puppies come along. Before you know it, the place is awash in purebred and mixed breed dogs that look cute and make the family extra money. Neighbors start to complain, so the dogs are caged. But when litters aren’t just right around the corner, it becomes hard to feed and care for the animals. They are neglected and some are let loose to lessen the burden on the family. A typical puppy mill is born and adds to the stray problem in town. It’s the nightmare of the brainless breeder!
Has anyone ever noticed that society works because of a thing called BALANCE? People balance their rights with the rights of other people and living things to co-exist in the fairest way possible. But life isn’t always fair. If it was, we would all be living a perfect existence just the way we imagined it to be. Sometimes life deals people and animals a low blow that they never recover from. While we can all pitch in and make life a little easier for people or animals down on their luck, we cannot take over their responsibilities when it comes to living. That crosses the line of balance.
Today’s dog owners have benefited from lessons learned by society over the past one hundred years. Gone are the days when every yard had some huge mutt chained to a tree whose diet consisted of mail carriers who moved a bit too slow, table scraps and some defrosted, forgotten meat left too long in the back of the freezer. Law after law is passed demanding that pet owners and breeders act responsibly toward their animals. In many areas it’s now a felony to own a pet without taking proper care of them. Up to date vaccinations, a safe and clean environment and available food and water are a given to most responsible pet owners, but others just don’t get it!
Pet ownership of any kind is a sacred responsibility. You have taken a living thing with feelings and a personality into your care. You can’t save every pet on the planet or do very much about the idiots that think of their animals as lawn ornaments and abuse them. What you can do is make sure that you set an example for others by treating your pet with love and respect. Dogs are intelligent creatures that are able to show affection and receive it. Bring balance to your home by purchasing or adopting a pet that fits into your environment without overwhelming it. Treat your pet as you would any other member of the household (unless members of your household happen to resemble characters from a Stephen King novel).
I often hear people saying that they have a problem pet. But more often then not, it’s the owner who has created the problem. For example, large dogs that bark a lot may do so because they lack enough space to run around in. They become frustrated and take to venting their frustrations through their snouts. Smaller dogs sometimes bark a lot because they feel unsettled or threatened. It may be that their owner just doesn’t spend enough time playing with them.
Dogs are people too, almost, and should not have to exist in poor conditions because of the wacky whims of their owners. No one is saving the doggie world by having twenty-five animals jammed into a one bedroom apartment with little food or veterinary care. People who bring a Great Dane into a yard perfect for a toy Poodle should be stuffed in a car trunk for a few years to see how they like it. Dog owners who make monthly trips to the pet adoption center because their last one ran away again should try adopting some intelligence. Backyard breeders who go through a steady stream of strays for quick puppy litters and a fast buck should be spayed or neutered.

An Offbeat Glossary of Restaurant Terms
Everyone knows what a bistro is…right? And a la carte is a
term that even a fifth grader knows…well, maybe not. And
what exactly does smart casual mean? There are so many
words and terms in the English language that are taken for
granted, including those used in the restaurant industry. In a
public service to diners from Boston to Bakersfield, Boston’s Hidden
Restaurants presents a glossary of useful, as well as
totally useless, restaurant terms. (Note: This page is part of

A La Carte
A term used by more upscale, expensive restaurants that
means each item is separate. If a restaurant says that
bread and water are a la carte, flee as quickly as you can.
Bar Pizza
A type of pizza served in bars (duh!) that is smaller in
diameter (usually about 10 inches) and greasier than pizzas
found in restaurants or sub shops. Bar pizza tends to taste
better with beer, and MUCH better after many beers.
Bistro
A small restaurant, usually informal, that typically has a
decent wine list. If a place that calls itself a bistro does not
have a wine list, it is simply known as a “small restaurant.”
Captain
An employee at a restaurant who supervises the waitstaff
and typically seats patrons. These people used to be called
“hosts,” but for some reason, many restaurants now call
them “captains.” Some restaurants include a place on the
bill for tipping captains. If you see this, flee as quickly as you
can.
Chef
Typically, the chief cook of a restaurant staff. Don’t ever
call a chef a cook; he or she will not like that and may put
some extra MSG in your food.
Cold Tea
A term used, usually late at night, that means beer. This
term is fairly common in Chinese restaurants that stay open
after the bars close. The serving of cold tea is often illegal
and unethical, and we at Boston’s Hidden Restaurants do
not condone the ordering of cold tea. But our view on that
may change from weekend to weekend.
Kosher
Food that conforms to Jewish dietary laws and rituals.
Pork and shellfish are never kosher, nor is meat mixed with
dairy products. If you see a restaurant named “Ralph’s
Clam Shack and Rib House,” chances are, it is not kosher.
Prix Fixe
A full meal, typically with between three and seven
courses that is offered at a set price. Often, that set price will
drive a person to drinking lots and lots of cold tea once his
or her credit card bill comes in the following month.
Smart Casual
A dubious restaurant dress-code term, typically meaning,
“no jeans and sneakers, but don’t wear with a suit and tie,
either.” In other words, dress like you are playing 18 holes of
golf (but don’t wear metal spikes). George Costanza on
“Seinfeld” coined this term. ‘Nuff said.
Special of the Day
Whatever didn’t sell out the night before.
Trattoria
A restaurant, usually informal, that serves simple,
old-fashioned Italian meals. If a trattoria also has a decent
wine list, another name for the place would be bistro (see).
But a bistro cannot be a trattoria unless it serves Italian
food. However, if a bistro does serve Italian food but does
not have a decent wine list, then it is no longer a bistro. It is
a trattoria. Actually, it may be best to just forget the whole
thing. Both are restaurants. OK?
